Urban planning based on complex decision-making processes: a scoping review

Abstract

This article presents an interdisciplinary research idea encompassing decision theory in public policy making. It is integrated as a support approach for complex and conflicting decision-making processes in the urban environment. The aim was to analyze, through a scoping review, the possible interactions between decision support systems in urban public policy-making processes. The research methodology, predominantly qualitative, was based on a content analysis of the constructs established based on nine scientific articles. The results argue that decision support systems can contribute and support more precise measures, considering the elements in the design and process of public policies. The conclusion emphasizes the importance of public policy planning, underlining the need to approach emerging urban challenges with a more democratic, systemic, and holistic vision.
