Gastando mais e produzindo menos: uma análise dos tribunais regionais federais

Resumo

A eficiência da Administração Pública é uma discussão que, normalmente, vem atrelada a vieses ideológicos sobre o melhor modelo de Estado. Na expectativa de se manter afastado deste obstáculo (ideologia) à aproximação científica, o presente trabalho partiu da pretensão de avaliar a eficiência dos Tribunais Regionais Federais (TRF), por meio do estudo das despesas e da produtividade (de magistrados e servidores) destes Tribunais, no período de 2012 a 2016. Utilizando uma abordagem quantitativa, com análise descritiva e exploratória dos dados, foi possível concluir que, apesar do crescimento ininterrupto do dispêndio dos Tribunais, a eficiência (processos baixados) dos TRF decresceu no período avaliado. Pode-se ainda concluir que, no período avaliado, a contratação de mais juízes e funcionários reduziu os índices de produtividade específicos de magistrados e servidores dos Tribunais Regionais Federais.
